Special Rates Variation proposal and revised planning documents

In May/June this year Clarence Valley Council consulted with the community about its suite of documents including the 10 Year "Clarence 2027" Community Strategic Plan, Four year Delivery Program and one year Operational Plan, Long Term Financial Plan, Asset Management Strategy and the Workforce Management Plan. These are known collectively as our Integrated Planning and Reporting documents and are key to planning our future.

This consultation included information about a proposed Special Rate Variation which would allow council to meet the NSW Government’s Fit for the Future benchmark of achieving a balanced General Fund operating result by 2020-21. In the documents adopted in June 2017 we used a future rate peg estimate of 2%, based on the average rate peg over the past four years. We have since been advised by the Independent Pricing and Regulatory Tribunal that for the purposes of an SRV application it requires us to use an estimated rate peg of 2.5%.  The revised documents now on exhibition reflect that change.
 
Accordingly, Council is seeking the views of the community about a Special Rate Variation of 8% each year for three years (from 2018/19 to 2020/21 - including an estimated rate pegged limit of 2.5% each year). The cumulative impact would be a rise in the general rate of 25.97% (inclusive of an assumed 2.5% p.a. rate peg), which would be retained permanently in Council’s rate base.  This would raise an additional $10.1 million in rate income (over the rate peg) over the three years 2018/19 to 2020/21 and will, along with a range of other budget improvements, help Council become financially sustainable over the longer term.
