Councillors met for an Extraordinary Council Meeting in Grafton on Thursday 1 October 2026.

Agenda items included a temporary pause of any further implementation of a 'Modernised Salary Structure’, a request to consider Cr Yager’s Notice of Motion and a motion to ask the Minister of Local Government and the Office of Local Government to consider an investigation that establishes the facts, assesses whether any problems are systemic, and identifies what Council must do to restore community confidence.

Mayoral Minute – Modernised Salary Structure
Councillors resolved to have a report presented to Council on the progress of the implementation of the Modernised Salary Structure, including additional information on financial implications and with particular emphasis on risks of workforce destabilisation.

Notice of Motion - Investigation
Councillors have unanimously endorsed to ask the Minister for Local Government and the Office of Local Government to undertake an independent investigation into the governance, administration, operations and financial management of Clarence Valley Council since 1 January 2022.

Councillor Yager’s motion called for the investigation to identify any problems, recommend improvements and make the findings public where possible.

Council will now write to the Minister for consideration.
