Parking

Clarence Valley Council manages on-street and off-street public parking across our towns and villages to support safe, fair, and accessible use of our roads and public spaces. Our approach balances parking availability, safety, and turnover to meet the needs of residents, visitors, and businesses.

Parking Rules & Prohibited Areas

When parking in the Clarence Valley, you must follow the NSW Road Rules and always obey the regulatory signs and line markings.

You must not park or stop:

  • On nature strips, footpaths, or bicycle paths
  • Across or within driveways and property entrances
  • In “No Stopping” zones, bus zones, taxi zones, or clearways
  • Beside another parked vehicle (double parking)
  • Within 10 m of an intersection without traffic lights
  • On traffic islands, median strips, or continuous yellow lines
  • In loading zones (unless delivering/collecting goods within time limits)
  • In areas reserved for special permits, such as disability parking
  • Contrary to any regulatory sign or notice

Time-Limited Parking

Time restrictions apply in some areas (e.g. “2P” = 2 hours).

These limits are designed to encourage turnover and make parking opportunity more equal for all users.

Shuffling”—leaving and re-parking in the same zone once you’ve reached the limit—is not permitted.

Special Parking Permits

Mobility Parking Scheme

Disability parking spaces may only be used when displaying a valid NSW Mobility Parking Scheme permit.

Using a space without a valid permit carries significant fines.

Overnight / Camping Restrictions

Overnight parking in vehicles is not permitted in certain public areas displaying ‘No Parking’ signs. Always check signage.

Large / Oversized Vehicles

Oversized vehicles (e.g. motorhomes, trucks, trailers) may have restrictions on parking in town centres or residential streets.

Parking Enforcement

Clarence Valley Council Rangers regularly patrol public parking areas.

Infringement notices (fines) may be issued for breaches of the NSW Road Rules or parking regulations.

Fines are administered through Revenue NSW. Council does not manage payments or appeals.

Paying or Disputing a Fine

Payment details are included on the infringement notice.

If you believe a fine was incorrectly issued, you must request a review directly through Revenue NSW.

Council cannot cancel or withdraw fines once issued.

Parking Near Schools

Council and NSW Police closely monitor school zones to keep children safe. Please obey signage and only use designated drop-off and pick-up zones.

You can report illegally parked vehicles to Clarence Valley Council by visiting or contacting our Customer Services Centres.

Revenue NSW – Mandatory Reporting Requirements

Issuing agencies must publish reports relating to grounds for not attaching notifications to an offending vehicle at the end of each reporting period, in accordance to section 24AD(4) of the Fines Act 1996. In 2025 the reporting period is every quarter and in 2026 the reporting period will be 6-monthly.
