The draft LGA-Wide Flying-fox Camp Management Plan 2026 has been developed for Council by GeoLink, and funded by NSW Department of Climate Change, Energy, the Environment and Water.
The development of this plan comes from a management action from the Updated Maclean Flying-fox Camp Management Strategy 2018, as well as an action from the Clarence Valley Council Operational Plan for 2024/2025.
The Plan provides a framework to manage flying fox camps across the LGA, focusing on Maclean, Ulmarra, and Glenreagh camps, while balancing:
- Community amenity
- Public health and safety
- Biodiversity conservation (particularly the threatened Grey headed Flying fox)
It replaces a site specific approach with an LGA wide strategy.

The Plan does not aim to remove flying foxes, but to manage impacts more effectively. Dispersal is not a viable long term solution and is therefore not proposed. The approach is practical, evidence based, and consistent with State policy. Success of the Plan depends on funding, community cooperation, and long term, consistent implementation.
