The Clarence Valley Council Code of Meeting Practice is prescribed under section 360 of the Local Government Act 1993 (the Act) and the Local Government (General) Regulation 2021 (the Regulation). The Code applies to all meetings of councils and committees of councils of which all the members are councillors (committees of council).
At the 18 June Ordinary Council Meeting, council resolved to place the Draft Code of Meeting Practice Version 18.0 on public exhibition with the following amendments:
- i. Clause 3.1 – amend to specify Briefing Committee meetings are to be held on the Tuesday preceding the third Thursday of each month, commencing upon completion of the Public Forum, with the Public Forum commencing at 9.30am.
- ii. Clause 3.2 – amend to clarify that nothing prevents the Mayor or the General Manager from calling an Extraordinary Meeting in cases of urgency.
- iii. Clause 3.11(b) – amend to require a brief comment to be included at the end of a Notice of Motion.
- iv. Clause 3.33 – amend to specify pre-meeting briefings are scheduled on the Tuesday preceding the third Thursday of the month in which an Ordinary Meeting is to be held.
- v. Clause 4.4 – 9.00am.
- vi. Clause 4.5 – amend to limit the number of items permitted to three (3).
- vii. Clause 8.1 – amend the order of business so that Agenda Item 6 – Reports, including tenders, precedes Agenda Item 7 – Notices of Motion.
