Clarence Valley Council is pleased to announce the commencement of the highly anticipated repair works at Grafton Library. These works will restore this important community facility to its pre-storm condition and support the continued delivery of essential library services. While some temporary impacts such as noise and traffic disruptions may occur, these will be short-term and carefully managed through appropriate communication, planning and controls.
What’s happening?
At its April Council Meeting, Council resolved to award Tender RFT25/12 for the Grafton Library Project to Campbell Construction Co Pty Ltd.
The works are required to address significant building damage caused by a hailstorm and will return the facility to its pre-storm condition. The scope includes, but is not limited to:
- Installation of a new roof
- Replacement of the solar array system
- Electrical repairs
- Internal repairs and new finishes
When is it happening?
Preliminary works onsite are scheduled to commence on 19 June 2026.
Construction is expected to be completed within seven (7) weeks, weather and site conditions permitting.
Work hours:
- Monday to Friday: 7:00 am – 5:00 pm
- Weekends: Subject to additional approvals
Library service disruptions
Friday 19 June – Early August 2026:
- A construction zone will be erected around the perimeter of the library, including the undercover carpark and rear parking towards the train line. No access to these areas will be permitted from19 June 2026 for the entire duration of works.
Wednesday 24 June:
- The library (including the hub) will be closed.
Wednesday 1 July – Tuesday 7 July:
- In addition to the library carpark closure above, a large portion of the remaining carpark will be closed between Wednesday 1-Tuesday 7 July to facilitate large construction material deliveries. Vehicle access will be maintained for businesses adjoining the carpark, however the general public is asked to avoid use of the carpark during this time. Appropriate signage will be erected to delineate the areas affected, and cars will be towed if required. The library hub will continue operating with parking offsite and pedestrian access from Wednesday 1 – Saturday 4 July.
Monday 6 July – Sunday 12 July:
- The library (including the hub) will be closed.
Access to the NRMA EV car charger will be maintained at all times, however, please follow signage and instructions from the contractors onsite.
Background
Following a hailstorm in August 2025, the Grafton Library sustained significant roof damage, resulting in extensive water ingress and internal impacts.
Council has been working closely with its insurer to facilitate the restoration of the building. After completing detailed investigations and developing a comprehensive scope of works, a public tender was issued in January 2026 to engage a suitably qualified contractor.
Campbell Construction Co Pty Ltd was appointed in April 2026, and planning and approvals are currently underway ahead of construction commencing in mid-June.
What are the benefits?
This project will ensure the continued provision of regional library services to the community. In addition, the upgrades will:
- Improve operational efficiency
- Reduce ongoing maintenance costs
- Enhance the overall sustainability of the facility
The project is funded by Council’s insurer; however, Council is required to initially fund the works and seek reimbursement upon completion.
